WRAP Board Meeting Set for May 17-18, Phoenix — The
next meeting of the WRAP Board will be held in Phoenix from 1
to 5 p.m. on May 17, and from 8 a.m. to 4 p.m. the 18th. A draft
agenda will be available soon. There will also be concurrent
meetings of the Tribal Caucus and the Communications Committee,
prior to the Board meeting, from 1 to 5 p.m. May 16 and 8 a.m.
to noon May 17. The Tribal Caucus and the Communications Committee
plan to hold a joint session beginning at 4 p.m. May 16. All
meetings will be held at the Wyndham Phoenix (downtown location),
50 East Adams St., Phoenix, Arizona. For reservations please

WRAP Planning Team Reviews Proposed FY05 Projects — The
WRAP Planning Team met in San Francisco March
9-10 and reviewed proposed projects for funding with the
WRAP's FY05 grant from the U.S. Environmental Protection Agency.
The planning team, comprised of forum co-chairs and oversight
committee members, focused on projects and needs that are critical
for providing states and tribes with the technical and policy
information needed to develop the next round of regional haze
plans due in December 2007. The proposed work plan and budget
will be presented to the Board for approval at its meeting on
May 17-18 in Phoenix.
309 States, City of Albuquerque to Work with EPA on Additional
Analysis for SO2 Program — The five WRAP states and
the city of Albuquerque, which developed a joint plan for reducing
regional haze under Section 309 of EPA’s Regional Haze
Rules, say they will work with EPA to determine what additional
analysis is needed for their sulfur dioxide emissions program
(the Annex) to be approved in light of the recent court decision
in CEED v. EPA. A letter to
EPA was signed by environmental and air quality directors
from Arizona, New Mexico, Oregon, Utah and Wyoming and the
city of Albuquerque.
The officials said they are encouraged “the court’s
decision upholds the ability of states to develop market-based
alternatives to source-by-source controls for those facilities
that are subject to the best available retrofit technology (BART)
requirements of the regional haze rules. ” Once EPA promulgates
new BART rules next month, the states said they will work together
and with EPA to determine what additional analysis of their SO2
program is needed for EPA to move forward with approval of their
Section 309 state implementation plans.
Attribution of Haze Workgroup Releases Final Phase I Report — The AoH Workgroup,
with support from Air Resource Specialists, has completed its
final phase I report, which describes the emissions source categories
and geographic source regions presently contributing to visibility
impairment at each Class I area in the WRAP region. The report
accomplishes this by integrating results from ambient monitoring,
emissions inventory, and air quality modeling analyses. For more

Stationary Sources Forum Evaluating Power Plant NOx Controls — A
contracting team of ERG and Environ was selected by the WRAP’s
Stationary Sources Joint Forum to conduct a variety of analyses
in support of the Forum’s effort to evaluate the impact
of industrial sources on regional haze and options for reducing
those impacts. This effort includes an evaluation of NOx controls
at existing power plants and options for additional controls.
ERG is also gathering information on oil and gas sources across
the West and is working on a 2018 stationary source emissions

Tribal Data Development Workgroup and Emissions Forum to
Hold Joint Meeting —A joint meeting will be held
April 26-27 for the Emissions Forum and Tribal Data Development
Workgroup, focused on Alaska regional haze technical projects.
The TDDWG will continue to meet on April 28. Details on this

Children’s Handout Now on WRAP Web Site — The
children’s handout developed by the Communications Committee
is now available in a downloadable format on the WRAP Web site.
The committee developed the handout, “What Can You Do to
Help Prevent Air Pollution?,” as a fun and colorful method
of making children aware of how their actions can affect the
