Attribution of Haze Report (Phase I) -- Comments are being accepted through Feb. 11
on the Attribution of Haze Report, which uses modeling, emissions, and monitoring data
analyses to help states and tribes understand the visibility impacts of emissions from stationary and mobile
sources, the amount and distribution of dust emissions across the WRAP region, and the visibility impacts
of natural versus anthropogenic fire emissions. The report identifies state source category-level of
SO2 and NOx emissions that contribute to sulfate and nitrate haze at national parks and wilderness areas. Comments should
be e-mailed to Joe Adlhoch. Include "AoH Draft Review" in
the subject line.
2006 Work Plan and Budget -- EPA has allocated approximately $3 million of FY05 funds for WRAP's
work through 2006. WRAP forums and committees are formulating their work plans and budgets now. The
WRAP Planning Team will meet on March 9-10 in San Francisco to review those
work plans and prepare a final draft to take to the Board at its April meeting. WRAP forums and
workgroups are expected to examine all ongoing and pending projects and prioritize new projects to ensure
essential work is completed in time for states and tribes to prepare their regional haze implementation plans. State
plans are due by January 2008.
Tribal Outreach Workgroup -- At its December meeting in San Francisco, the Communications
Committee established a workgroup for tribal outreach, including member tribes and those not yet members. The
workgroup consists of Lisa Riener, Air Quality Program Manager for the Quinault Nation; Daniel Clark, Small
Business Ombudsman with the Wyoming Department of Environmental Quality; and Sandra Sac Parker, NTEC air
program communications specialist. Both Lisa and Dan serve as committee co-chairs, while Sandra is
the NTEC staff person designated as the primary contact to work with the Communications Committee. All

NTEC Tribal Caucus Coordinator -- As of January 1, Kenneth S. Cronin is on board at NTEC
as Tribal Caucus Coordinator/Regional Planning Organization Specialist, where he replaces Cathy Messerschmitt,
who is now the WRAP Tribal Co-Director. Ken previously worked for ten years with the Tohono O’odham
Nation’s Environmental Protection Agency, and participated in the Region 9 RTOC as a representative
from southern Arizona. He holds a B.A. in Comparative Political Science and earned a law degree from
the University of Arizona College of Law in 1994.
Dust Emissions Joint Forum -- With support from the Midwest Research Institute, the DEJF is initiating a project to collect dust samples from approximately
10 locations throughout the West for analysis for PM2.5 to PM10 ratios. In addition, a draft report
is expected very soon from the WRAP's Regional Modeling Center regarding its windblown dust emissions model. Finally, the forum is planning a major workshop on
fugitive dust controls on May 10-11 in Palm Springs, Calif. This will be followed by a Forum meeting
