Attached please find a copy of the notes from today's WRAP monthly TOC call.
This will be my last mailing as the TOC State Co-Chair, as I am relinquishing the Co-Chair post when my current term expires at the end of this year, in favor of a simple TOC State Caucus membership. WRAP Bylaws require the TOC to be Chaired by a Tribal and a State Representative, and a search of the State Caucus turned up the name of Steve Arnold of Colorado to accept nomination to serve as the Co-Chair in a subsequent three year term. Pat Cummins will now take these nominations before the WRAP Board at their December meeting in Palm Springs, for approval per WRAP Bylaws.
And we noted that Wyoming's Darla Potter is stepping down from the Fire Emissions Joint Forum Co-Chair position for the same reasons (increased internal Wyoming Air Quality workload), and that the FEJF is currently searching for another State Representative to continue FEJF service.
We had an update on the Phase II Attribution of Haze effort & heard that the Technical Support System (TSS) web portal data site will have a Beta Version available for preliminary review in January '06.
We discussed the technical analysis needs for the State of Hawaii, but until Hawaii formally joins the WRAP, there isn't much we can do for them.
We reviewed an Outline of the information that we will presentation to the WRAP Board at their December Palm Springs meeting. The intent is to inform the State Environmental Directors of our general approach, and give them a clear understanding of what we know, and where we're going.
And we discussed the monthly WRAP Technical Forums/Workgroups Report, noting that the Emission Forum will have an on-line training session for the EDMS at 1:30 PM Mountain Time, on Monday December 5th. The Ambient Monitoring and Reporting Forum now is reviewing 2004 IMPROVE data available for defining the RH baseline. The Dust Forum has determined tha current t emission factors for the fine fraction of dust are overestimated. They are now working with EPA on national changes to these emission factors, which will considerably alter the analysis of the PM2.5 fractionand its impact on Regional Haze. And they are working on the natural/anthropogenic dust definition through a Case Study at Suguaro National Park outside of Tucson. Regarding fire, the biggest project is probably the effort to put together a Fire Tracking system.
Regarding Stationary Sources, 2018 projections are now basically done, and the Oil & Gas analysis showed very significant NOx emissions throughout the WRAP Region. Defining control strategies for this large, but diverse sector will be extremely challenging., and the TDDWG, this Workgroup is in the final stages of reviewing the Tribal Point Source EI project results and the final Tribal Causes of Haze report.
The next TOC Call will be held January 6th, but because of a conflict with other WRAP business, it will be moved back to 2 PM for this January session only.
