This date we talked about the WRAP's efforts to obtain Emission Inventory information from the California Air Resources Board (they are preparing their own Point, Area, On and Non-Road Mobile inventories). WRAP Staff met with CARB September 20th and made arangements to get this information transferred, and into the hands of the WRAP's Regional Modeling Center Staff. It is costing the WRAP about $50K extra in contractor fees to incorporate CARB data for our SIP modeling work. And it was noted that during the meeting, CARB revealed that they are not planning on using any of the WRAP modeling results in their RH SIP's. Thus for states bordering California, that might cause some idiosyncracies in their Attribution results.
We then went over the progress on completing the WRAP 2018 Baseline Projection Inventories, noting that all data should be complete and to the RMC by the end of November. We reviewed a graphical Timeline for action by the RMC, leading to the completion of AoH analyses and electronic publication of all support data in the Technical Support System (TSS) by October 2006. We confirmed that the extra $40K of money discovered in a WGA audit, will go to this TSS effort.
And we discussed the proposal for a "Workshop on Reasonable Progress Goals and Sources/Control Options for SO4 & NO3", targeted for January 10-11th in Tucson.
This workshop will be set to describe what we know about sulfate, nitrate, and reasonable progress translate that to a policy context. It was emphasized that this Agenda is still in the conceptual stage, and must be further developed. So there was discussion on this matter and a number of suggestions were made for how to organize and what elements would be presented during this session. It was concluded that the WRAP Technical Staff will investigate further on what support is needed from WRAP Forums to try to pull this Workshop together, and Tom will come back to the TOC on our November call with additional information.
