Agenda and Meeting Materials
The primary purpose of this meeting was to provide Technical
Co-Chairs with guidance on the preparation of the 2005 WRAP
Workplan & Budget. It was pointed out that the WRAP 2004
Grant of $3.08 MM (for 2005 WRAP spending) will be reduced
by about 25% from recent historical levels, thus WRAP Committees,
Forums and Workgroups are being asked to take a "hard
look" at those tasks in their Workplans that have not
yet been completed, and redirect funds to those tasks that
are essential to preparing §309 Updates and §308
SIP’s in 2007. Basically we concluded that we need
to focus more on "execution" rather than "new
planning".
The schedule that has been developed calls for the first
draft of the Forums’ Budget & Workplan submittals
to be delivered to Tom Moore by June 25th. Forum Co-Chairs
were requested to look at rough plans for 2006-07, as well
as detailed plans for 2005 in this planning cycle. The WRAP
Planning Team will meet in Denver July 20-21st to review
those drafts in context with the IOC’s policy forum
plans. The WRAP goal is to have the draft 2005-07 Workplan/Budget
completed by August 20th, and finalized by September 10th.
It will then be taken before the Board in October for final
approval.
We also reviewed the WIGIMS project (WRAP Integrated Geospatial
Information Management Strategy), a project to incorporate
all the Technical Information produced by the WRAP (ie/ emission
inventories, modeling results, monitoring values) into a
single display where all the information can be considered
holistically. The idea is to enable a reviewer to select
some polygon on a GIS map, and see the various data all together
in order to evaluate the "big picture". A $25K
contract was issued to Pangea Information Technologies and
they began work on this effort in 2004. Pangea has now completed
an April 21, 2004 dated "Needs Assessment" document,
a May 10, 2004 dated "Resource Inventory" report
describing WRAP data sources and organizations to display
multiple sources of information. From these two documents,
they now have completed a May 12, 2004 draft "Geospatial
Information Management Strategy and Implementation Recommendations" report.
The next step is for WRAP stakeholders to review the Resource
Inventory and the Recommendations reports, and provide comments
by June 18th this year. Then the TOC will debate and reach
conclusions on how to proceed with the project.
Finally, the TOC considered the appointment of two Technical
Co-Chairs; Mike Edwards for the DEJF & Darla Potter for
the FEJF. Meeting participants approved these appointments.
If I receive no adverse comments from the balance of the
TOC who weren't able to attend the San Francisco meeting
by the response date on these DRAFT minutes, the appointments
will become official.
