Tribal Data Development Work Group

Meeting Minutes for 17-June-99

The group discussed the need to provide the WRAP forums and committees with an update on the status of the Tribal Data Development Work Group (TDD-WG) tasks. The update would be given during the final day of the general group meeting. The general group was interested in getting feedback on the specific budget changes, timeline changes, or work plan changes.

Overview of TDD-WG work plan and tasks:

    1. Form Tribal Working Group
    2. Develop Mission
    3. Outline Work Plan and Budget
    4. Promote Tribal Coordination
    5. Overview of Funding Sources
    6. Gather/Review WRAP Tribal Data
    • discussed the difficulty with getting Tribal data, lack of participation or reluctance to release information
    • look into using the Information Release Form (developed by the Jicarilla Apache Tribe) as a way to insure that the data will not be misused.
    • need to increase the percent data recovery( i.e., response) to questioners sent to Tribes from ITEP.
    1. Quantify Tribal Data Gap. This should fall out of the survey now underway.
    2. Develop Plan to Fill-In Tribal Data Gap
    • develop plan for gathering emission inventory data
    • ITEP is providing interns to Tribes for the specific propose of gathering environmental data regarding their Reservation
    • need to identify where different Tribes are with developing an emissions inventory
    1. Develop Guidance Document for Working with Tribes
    • the guidance document is almost complete
    • the guidance document is also relevant for contractors
    1. Provide Guidance for the Development of a Tribal Database
    2. Provide Guidance to other Forums/Committees
    3. Maintain and Improve the Tribal Data Development Work Group section of the WRAP WEB page
    • Discussed some of the issues regarding a password for viewing internal documents. We decided that finished or nearly finished documents would be placed on the public section of the WEB page, other documents that were not ready for release would only be accessed by members of the TDD-WG.

 

General Discussions:

TDD-WG Conference Call - reviewed the action items from the previous minutes and discussed the need to develop work plans

Budget Discussion - it is initially assumed that the majority of the TDD-WG budget would be spent on collecting Tribal data.

Work Plan/Tasks - the workgroup needs to re-evaluate the timelines (identify limiting factors) to determine if the group will be able to provide specific deliverables

Liaison - Jay Littlewolf is the TOC liaison, Liza Daley is the Communications Committee liaison

WRAP Travel Expenses - some of the participants expressed concerns about the amount of time it takes to get travel reimbursements from NTEC. It was thought wise to adhere to the current system, if problems persist we could formally inform NTEC of the concerns

NWAM Committee - participants expressed their concerns about the new committee, Rose Lee agreed to work with Bill Grantham in setting up a conference call with the interim Tribal committee members to discuss specific issues/positions prior to the next official meeting
