After the invocation and introductions, the
purposes of the meeting was discussed:
A brief overview of WRAP/TDDWG activities.
How the goals and objectives of TDDWG will be achieved in cooperation
with ITEP and other forums within WRAP especially the EI forum.
- ITEP's presentation: Virgil Masayesva
- Bill Grantham presentation w.r.t. budget
- Mike George: Update on EI forum and their needs from TDDWG
- Julie
Simpson: Air Pollution Prevention forum.
ITEP Presentations:
Virgil Masayesva
- What has been accomplished/work that's under progress
- Laura Tsosie 80-day assignment with ITEP-her work is
to contact all tribes to conduct a comprehensive survey
on air quality program. She would also contact all EPA's
regional offices.
- Provide recommendations to TDDWG on the project
- Brief introduction of other members of ITEP working for
the tribal data development project.
- Virgils' comments on SIP's
Paul Mountcastle's technical report:
- Survey started with 12 tribes. The initial database was
designed with available information from these tribes.
- New data received from 4 more tribes
- Separation of multi-media in progress (emphasis on air
quality data)
GIS integration:
- Collaboration with USGS for GIS interface with the database.
(map generation, overlays)
- Regarding GPS units, 3 units are available for tribal
use on loan basis.
- Gather preliminary spatial data
EI
software
- Developing a software for EI module (discussions with
Trinity consultants are in progress)
- Objective is to customize the software with emphasis
on tribal specific situations
- The cost of design of software ranges from $30-100,000
depending on the complexity of the software.
- For independent verification, Mr. Gary Mulcahy has been
contact to conduct this study. The fee is $11,000.
Coordination
- With TDDWG regarding tribal concerns and needs
- With EI work group/emission forum
Data standards
Reporting procedure
- Involvement of interns from few tribes in
this effort- an experience for college students.
Laurie Tsosie's presentation:
- Laura as the EI coordinator for the project
- Confidentiality of tribal data was discussed.
- A closer look at the survey questionnaire. A more refined
set of questions will be set in the updated version
Virgil spoke for Liza Daley, who couldn't
attend the meeting.
- ITEP's various projects under WRAP was mentioned
- For TDDWG, EI assessment, outreach to tribes, EI data
gathering, EI support was discussed.
Future activities - ITEP :
- Collaborative work with TDDWG in the area of technical
support/organizing workshops
- Tribal emission inventory development support

- Coordinated tribal outreach
Bill Grantham
- Budget issues for 1999 and beyond
- WRAP's visibility work plan was submitted to EPA in April,'99
- In July,'99, EPA responded back with comments on the
work plan to revised with the integration issue
- EPA has awarded $500,000 of the total of $2 million requested.
The rest 1.5 million will be disbursed very soon.
- $50,000 has been allocated for Laura' project.
- $10,000 allocated for Laura's end of 80 day tenure to
the long term data gathering
- A total of $110,000 allocated for TDDWG in FY99
- For FY2000, TDDWG request amounts to total of $700-750,000
Bobby Ramirez's
- Introduction regarding the status on the
various groups under WRAP pertinent to TDDWG activities. Mike
George presented the progress report of the EI forum.
Julie Simpson on Pollution Prevention
- Presented briefly regarding the Pollution prevention
forum activities
- The goal is to achieve 10% from renewable sources in
2005 within WRAP region and 20 % in 2015
- $70,000 has been allocated toward gathering data from
Tribes and conducting research in identifying tribes utilizing
or having the potential to use renewable source of energy.
Final discussions
- Discuss about refining the questionnaire
- Conference call on January 19th to talk about
the questionnaire.
