TRIBAL DATA DEVELOPMENT WORKING GROUP

WORK PLAN

Missions Statement

The mission of the TDD-WG is to assist and advise WRAP on gathering tribal air quality data and other data collection issues related to the WRAP mission from Tribes in the WRAP area.

Task 1. Form TDD-WG and recruit membership. (Completed 8/98) (Deliverable-task report including-membership list with address, phone numbers, and e-mail addresses)

Task 2. Develop mission statement. (Completed 10/98) (Deliverable-task report including mission statement)

Task 3. Develop work plan and budget. (Completed 11/98 ) (Deliverable-task report including work plan with tasks, schedule, budget and deliverables)

Task 4. Devise and implement strategy for liaison with other WRAP forums and working groups; and establish communication with WRAP area Native American community including all WRAP area Tribes and appropriate intertribal organizations, forums, committees and organizations. Task 5. Identify sources of funding to support TDD-WG activities. (2/99) (Deliverable-task report)

Task 6. Gather and review WRAP Tribal data and information for thoroughness, accuracy, and being up-to-date. (3/99) (Deliverable-task report)

    • Dis-aggregate data representing tribal land area form county/state data in the Radian report, which served as input to the Integrated Assessment System (IAS). (3/99)
    • Review contractor's documentation of data related and policy assumptions inherent in the IAS. (Report due 2/99)
    • Review BBC report "Impact Projections of Emission Management Scenarios on Western Tribal Lands." (3/99)
    • Review trued-up emission inventory from EIWG to identify source categories likely to occur on tribal lands. (3/99)

Task 7. Quantify Tribal data gap (4/99) (Deliverable-task report)

    • Review and integrate elements of Institute of Tribal Environmental Professional's (ITEP) pilot study on tribal environmental data base development.
    • Reservation demographic data for WRAP area. (3/99)
    • Review responses from tribes to data posted on ITEP's web site with links to WRAP, NTEC and other home pages. (12/99)
    • Review and provide comments on contractor's report of data deficiencies related to calculating sulfur dioxide emission credit allocations under various options proposed by Market Trading Forum participants. (Report 2/99)

Task 8. Assess, estimate and report time and resources needed to fill tribal data gap.

Task 9. Develop and distribute a blueprint for working with tribes to fill data gap. (4/99) (Deliverable-task report including stand alone blue print document)

    • Incorporate database design, findings and methodologies developed by ITEP in their pilot project. (3/99)
    • Develop a strategy for collecting data from tribes based on using a regional state scale network or consortia of lead tribal personnel. (3/99)
    • See that the data collection consortia and tribal data collectors are provided with the necessary support and resources to complete task, i.e., training, software, technical support, protocols, AQ/QC and other resources to perform collection. (4/99)

Task 10. Provide oversight to tribal data collection to assure uniform data format, quality and thoroughness. (Ongoing) (Deliverable-task report as needed)

Task 11. Review and advise other forums and working groups on tribal issues and impacts pertaining to their missions and reports on as needed basis. (Ongoing) (Deliverable-task report as needed)
