Stationary Sources Joint Forum: Oil/Gas Area Source Emissions

Emissions from production of oil and gas from wells on both state-regulated and tribal lands, as well as interconnected gathering networks in the WRAP region result from operation of an extensive fleet of field equipment and an array of processing plants, operating continuously across the West. These field operations include exploration, production, and gathering activities. Emissions from large permitted Stationary Point Sources processing this energy for the oil and gas fuels markets are well quantified; with increasing energy demand and continuing oil and gas field development, present and future Area Source emissions from western field oil and gas production operations were incomplete and uncertain.

Phase III Project

In Fall 2007, the Independent Petroleum Association of Mountain States (IPAMS) initiated the concept of funding a Phase III regional oil and gas emission inventory project for the Intermountain West, in conjunction with the WRAP, to build on, improve, and address inventory issues in the WRAP Phase I and Phase II projects. The result from Phase III will include all criteria pollutant emissions for all point and area sources associated with the exploration, production, and gathering operations of oil and gas in the major basins throughout the six-state (CO, MT, NM, ND, UT, and WY) study region for year 2006 as well as future projection years. IPAMS and WRAP will coordinate the data collection and analysis, review and discussion, and inventory data file preparation for each major basin – draft/final documents will appear below as they are prepared, and records of conference calls will be included. Phases I & II

In late 2005 the WRAP completed the Phase I oil and gas emission inventory project to estimate for the first time, emissions from these field operations. Emphasis was placed on generating the first complete and consistent area source estimates for this source category with the potential to impair visibility near Class I areas in the West, in particular NOx. Discussion of the results from Phase I, uncertainties identified, and the availability of additional data then led to the Phase II project, completed in Fall 2007. Phase II also focused on NOx and SOx emissions affecting regional haze planning.

This is ENVIRON’s September, 2007 Final Report of the “WRAP AREA SOURCE EMISSIONS INVENTORY PROJECTIONS AND CONTROL STRATEGY EVALUATION – PHASE II”. The Report provides an overview of the Phase II project and then describes results from the five Project tasks:

  • Updating Baseline O&G Field Operation Emissions from 2002 to 2005
