Below are four files.
The first file, WRAP Basic Process, is
very similar to a slide that appears in the "Ideas.ppt",
which was emailed in December. It shows the basic WRAP process,
which is consistent with the WGA's Enlibra principles and
applicable to all current and potential WRAP activities,
which sometimes extend beyond regional haze SIPs.
The second attached file WRAP Haze SIP Process is
a flow chart that emphasizes the process, key ingredients,
and key decision points for the 308 SIPs, and to a large
extent tribal plans and 309 plan revisions. Many elements
of this process are policy-related and might not lend themselves
to specific schedules -- e.g., many don't require specific
delivery dates or are iterative in nature.
The third attached file SIP Schedule4 is
a slightly revised version of the timeline we discussed last
week. It has almost all the changes we discussed. In light
of the two files above, I'm tempted to call this the "WRAP
Work Schedule". The work schedule is more technical
in nature and emphasizes deliverables, which lend themselves
better to a timeline. The Work Schedule also serves as a
road map and coordination tool for the more technical activities/forums,
whereas the Haze SIP Process/Flowchart serves as a road map
for the more "policy"-oriented stuff. When taken
together, these three files/illustrations take you from (Enlibra)
principles to work products with dates:

- SIP Schedule4 XLS
Finally, a fourth file was sent out a couple days ago by
Bob Saunders:
- State SIP Schedule (alt) XLS
It is meant to be an alternative to the timeline in SIP
Schedule4.xls which would place more emphasis on policy/regulatory
endpoints and decision points. Right now it's more of an
outline because we haven't had the chance to put in the time
bars.
Personally, I think the timeline was having a hard time
accomodating everyone's preference for both a work schedule
with some specificity AND an illustration of a more policy-
and SIP-related process. This led me to developing both a
timeline and a flowchart, but Bob's outline might accomodate
both. Let's discuss.
