The purpose of this project is to conceptually
design (approximately 20 pages) a computerized system of
tracking emissions and allowances for use in the SO2 emissions
trading program, in the event the program is triggered by
industrial sources not voluntarily meeting the emission milestones
in Section 309 of the regional haze rule. Incorporation of
the design document into the Section 309 SIPs and TIPs (as
required by 309(h)(4)(v)) will ensure that states and tribes
are aware of (and prepared for) the system requirements,
and it will expedite implementation of the tracking system
if the milestones are exceeded.
