IOC Conference Call Minutes, August 23,2000

  3. Update on Public Notice
  4. All materials for the public meetings are ready. The Santa Fe meeting was lightly attended, mostly environmental and utility staff. No feedback on the Denver meeting available yet.

  5. Draft Annex

The IOC reviewed the draft annex distributed by Colleen Delaney on 8/21/00 and approved it for posting on the web site with the following changes:

  • Include a master contents document that summarizes the purpose and completeness of each section and includes links to the following sections: Executive Summary; Glossary; I-Background; III-Annex Recommendations; and completed portions of V-Supporting Documentation (including the model rule and MOU). To minimize confusion, remove superceded information from the web site.
  • Make the following changes to Section III:
    • Section A.1. Add the maximum milestones including smelters to Table 1, with a pointer to the actual calculation method in part 2.
    • Section A.2.a. Add the discussion of the calculation error for Mohave for 2003 from the executive summary. Also, in both Section III and the executive summary, add a sentence further explaining what the measurement bias is (Shawn will draft and send to Colleen). In subsection iii., no change needed, but it was clarified that the smelter set-aside is above the 480,000 line.
    • Section A.2.b. Clarify the tribal opt-in language since it may not be known by 2003 if they will opt in.
    • Section A.3.d. Remove detail and indicate that a mechanism will be included to adjust the milestone for illegal emissions and that further discussion is needed.
    • Section D.7.a.iii. Replace language with a statement that a mechanism will be included to address allocations for retired or shutdown sources.
    • Section D.7.b.iii.A. In the second sentence, indicate that states and tribes will certify and publish.
    • Section D.7.b.iii.C. Clarify that the renewable energy source allocation is exclusive (i.e. can't also get a new source allocation) and available only for an actual constructed source.
  • Follow-up assignments:
    • Colleen - update the draft annex as shown above and post on the web site ASAP.
    • Mike - coordinate with Rubin and others to edit the allocation discussion in Section II.D. This is due to Colleen and Ira by 9/1 if possible.
    • Ira - complete and distribute the Better than BART attachment by 8/24.
    • All- send Colleen and Ira any comments on the entire draft for incorporation before the MTF meeting on 9/13-14. These comments will not be included in the version posted on the web, but will be included to the extent possible before the MTF, IOC and WRAP meetings.

The next IOC meeting needs to be scheduled after the 9/13-14 MTF meeting, but before the mailing for the 9/25 WRAP meeting. This gives a small window, during which several IOC members are not available. The meeting date will be finalized by e-mail to the full IOC.
