Fire Tracking
Systems (FTS) Policy Review
The Fire Emissions Joint Forum
(FEJF) of the Western Regional Air Partnership (WRAP) is
in the final development of the Fire
Tracking Systems (FTS) Policy. This Policy is
needed by states wishing to submit a State Implementation
Plan under Section 309 and is also needed for States under
Section 308 of the Regional Haze Rule.
A small working team has been developing
the FTS document since January 2002 for the FEJF. The draft
Policy underwent a thorough review by the FEJF in September
2002. The FTS Policy document has been provisionally approved
by the FEJF and is now ready for public comment. Documentation
of the FEJF's work to date may be found in the FEJF pages
on this website.
Following are the specifics related to the
reviewer task.
This Policy is one of several developed by
the WRAP to support states wishing to submit a State Implementation
Plan under Section 309 of the Regional Haze Rule. Previously
completed fire emissions related policies that will provide
context for the FTS Policy include: the WRAP
ESMP Policy, the WRAP
Fire Categorization Policy, and the draft Annual
Emission Goals Policy.
Reviewers will have two weeks to review the
document and submit official comment electronically to
the FEJF's AEG facilitator, Rebecca Reynolds (RR@RebeccaReynolds.biz).
Reviewer comments must be received by close of business
on November 15, 2002.
Comment forms, in both Word and Word
Perfect (WORD format is preferred) are available.
We ask that reviewers use this form to submit comment
so as to facilitate compilation of comments received.
All comments will be compiled into a report and posted
on the FEJF webpage.
After reviewer comment is received and compiled,
the FEJF will determine what revisions need to be made
to the AEG Policy to address the issues brought forward
by the reviewers. When this revision is complete, the FEJF
will approve the AEG Policy draft. This is the final step
in the review process prior to review by the WRAP. The
Forum is working to facilitate the approval of the AEG
Policy in time for states and tribes to use it in their
SIPs/TIPs due by December 2003.
We thank you for your willingness to assist
the FEJF by reviewing the draft Annual Emission Goals Policy
document. Your comments will provide additional insights
to the FEJF as to how to complete development of the document
to best suit the needs of states and tribes in the WRAP
region.
