The main purpose of this project is to test the recently-developed WRAP Economic Analysis Framework using two hypothetical but realistic scenarios involving the retrofit of offroad diesel engines and vehicles in three states and three tribes: Arizona, Montana, North Dakota, the Confederated Tribes of Salish and Kootenai, the Gila River Indian Community, and the Navajo Nation. One scenario will assume moderate emission reductions from a predominantly voluntary approach, while the other will assume more aggressive reductions from a more prescriptive regulatory-driven approach.
Other objectives of the project are to demonstrate the utility of the framework, modify it where necessary, identify data collection issues and strategies for full and real-world applications of the framework, and provide useful information for WRAP stakeholders on the topic of offroad retrofits.
