EXECUTIVE SUMMARY
This website contains material extracted from WRAP's fugitive dust handbook prepared by Countess Environmental that addresses the estimation of uncontrolled fugitive dust emissions and emission reductions achieved by demonstrated control techniques for twelve major fugitive dust source categories: agricultural tilling, agricultural harvesting, construction and demolition, materials handling, paved roads, unpaved roads, mineral products industry, abrasive blasting, livestock husbandry, as well as windblown dust emissions from agricultural fields, material storage piles, and exposed open areas. All of the material contained in the handbook is available for downloading in Word and PDF format from this website, either in its entirety or by individual section. Each of the sections for the twelve fugitive dust source categories contains a discussion of characterization of the source emissions, established emissions estimation methodologies, demonstrated control techniques, regulatory formats, compliance tools, a sample control measure cost-effectiveness calculation, and references. A file in Excel format containing the generic sample control measure cost-effectiveness calculation included in the handbook is available for downloading from the website. Each Excel file contains several worksheets: a worksheet containing the color codes used in the sample calculation worksheet, a table listing control efficiencies for different demonstrated control measures, one or more "look-up" tables for the various default values used in the emission factor equations, and the sample calculation worksheet which the user can download and then vary the assumptions contained in the generic sample calculation (e.g., control efficiency and costs associated with a specific control measure) in a series of "what-if" scenarios for evaluating the cost-effectiveness of different control measures. A series of appendices included in the handbook are also available for downloading from the website. Appendix A contains a discussion of test methods used to quantify fugitive dust emission rates. Appendix B contains cost information for demonstrated control measures. Appendix C contains a step-wise method to calculate the cost-effectiveness of different fugitive dust control measures. Appendix D contains a brief discussion of fugitive PM10 management plans and record keeping requirements mandated by one of the air quality districts within the WRAP region. The website also includes links to other useful resources containing information on fugitive dust that are not included in the handbook.
