8.0   OPEN AREA WIND BLOWN DUST

Dust emissions are generated by wind erosion of open areas of exposed soil. Field testing of disturbed soil surfaces using a portable wind tunnel has shown that particulate emission rates from these sources act as an unlimited reservoir of erodible material and can sustain emissions for periods of hours without substantial decreases in emission rates. Any natural crusting of the surface binds the erodible material, thereby reducing the erosion potential. The primary PM emission estimation methodology for open area wind erosion presented in the fugitive dust handbook is taken from Section 13.2.5 of AP-42 last updated in January 1995. An alternative emission estimation method developed by the Great Basin Unified APCD of California, that includes the use of an electronic device ( a Sensit) to measure sand flux and passive Cox Sand Catchers, is presented in this Chapter. Several other methods that have not yet been approved by federal or state agencies are also discussed. The sample control measure cost-effectiveness calculation spreadsheet presented for this source category involves applying gravel to disturbed open areas of exposed soil.
