Group Conference Call Minutes
October 07, 1999
Present: Bill Auberle, chair (arrived late),
Barry Aarons, vice-chair, Al Zemsky, Dan Johnson, Shawn Kendall
(arrived late), Kevin Golden, Jan Miller, Ursula Kramer,
Chris Shaver, Bill Grantham.
Absent: Dan Olson, Rose Lee, John Leary,
Jerry Pardilla.
Next meeting: Wednesday, October 20, 1999
at 9:30 AM MDT. Agenda: Review the Work Plan, and review
a proposal from the Communication Committee to add a section
to the WRAP Communication Manual regarding nonconsensus (The
latter will be distributed approximately October 14..
1. Coordinating Group approved adding Dwayne Arino to the
Communication Committee as an interim appointment.
2. Work Plan
A. Sections 1 and 2: Discussed changes. Bill Grantham
will add them to the document.
B. Sections 3 - 5. Shawn will continue working on the
integrated data base which will allow linkage of all plan
materials back up through the regional haze rule requirements.
Participants agree that the data base is crucial to carrying
out the work plan, but is not essential for submittal to
EPA at this time. Ursula, Pete Lahm, Mike George, Barry
Aarons and Jan Miller will meet in Phoenix on October 12
- 13 to draft the one-year budget plan for submittal to
EPA as soon as possible. That plan will be available for
Coordinating Group review by October 15, and will be distributed
to the Planning Team for review shortly after October 20.
3. Other issues.
A. Approve up to $5000 for additional facilitator time
for the Market Trading Forum, at the request of the IOC.
Dan Johnson will ask the Northern Air Managers to allow
that to be taken from their budget.
B. Announcements.
* IOC has appointed Ira Domsky of Arizona as co-chair
of the Market Trading Forum.
* IOC is pursuing full state representation on the IOC.
* Amy Zimpfer will be on maternity leave shortly and
Colleen McKaughan will take over her WRAP assignments.
C. WRAP minutes. Bill Grantham and Ursula will work with
the WRAP chairs to approve the WRAP minutes for posting
on the Web site.
