Group Conference Call Minutes
September 29, 1999

PRESENT: John Leary, Bill Auberle, Shawn Kendall, Dan Johnson, Kevin Golden, Al Zemsky, Jan Miller, Chris Shaver, Bill Grantham.

ABSENT: Ursula Kramer, Barry Aarons, Dan Olson, Jerry Pardilla, Rose Lee..

NEXT MEETING: Conference call on Thursday, October 7, at 3:00 PM MDT.

ANNOUNCEMENTS: NTEC is intervening in support of the regional haze rule in the challenges filed by industry and the Sierra Club. No western states have filed yet.

REVIEW OF CURRENT ACTIVITIES: WRAP participants are following development of the budget--the most recent House budget includes $4 million for state and regional planning.

An industry group is working to have a constructive proposal ready for next week's Market Trading Forum meeting.

WORK PLAN DEVELOPMENT: Regarding the draft of Section 2.5, it was agreed that more clarity is needed, and may best be achieved by adding a "road map" at the end of 2.1, and perhaps a summary Section 2.6 to precede the crosswalk of rule and work plan. Jan is working with Rachelle Gibson to edit Section 2.1. Bill Auberle noted it is crucial that all the pieces fit together in a way that is comprehensive and comprehensible. Al Zemsky has sent the draft of section 2.5 up the line in EPA for review, but urged that drafters pay particularly close attention to clearly answering the questions in Bob Perciasepe's letter of last July.

Section 2.1 will be available by the end of the week, Section 2 will be available by Monday, and the rest of the work plan also by Monday. Shawn will see that the Market Trading Forum has copies by Tuesday morning.

Comments on the draft should go to Bill Grantham. The conference call on October 7 will be devoted to overall content, and format of crosswalk.

Northern Air Managers will meet on October 8, reviewing components of the Work Plan to be sure they are complete and meet the needs of states and tribes. That review will be helpful as revisions to the Work Plan are made in the next few weeks.
