Coordinating Group Meeting Minutes
July 20-21, 1999, Salt Lake City, UT

July 20, 1999

Members Present: Shawn Kendall, Dan Johnson, Kevin Golden, Bill Auberle, Jan Miller, Al Zemsky, Ursula Trueman; Project Managers: Bill Grantham

1. Administrative Issues

- Chair

Role: call meetings, scope out agenda

Term: vice-chair and chair rotating on 6-month basis

Decision: Bill Auberle will serve as chair; the group would like Barry Aarons as vice-chair (if he agrees with that)

Meetings: 3rd Wednesday of every month from 9:30 to 10:30

2. WRAP meeting

- September 16, 17 in Salt Lake City.

- Coordinating Group will help in suggesting agenda items.

- Bill Grantham and John Leary will put together draft agenda for distribution to Coordinating Group prior to conference call on 8/18 for discussion during that call; need to include action on interim appointments that have been made by the group.

3. Annex - do we want to assign overall management / oversight of development of the annex to a specific individual

- Coordinating Group must monitor work on a regular basis.

- one project manager should be accountable.

- start developing strawman now for what the annex needs to look like.

4. Project manager issue

- do we want to pursue the concept of hiring a full-time project manager for the WRAP?

- let's do some homework and talk again during the coordination group call on 8/18.

Ursula will provide an update to Dianne Nielson; Bill Grantham will update Jerry Pardilla and Governor Tortalita

5. Perciasepe Letter

- time is important in developing a response to the letter

- Bill Grantham and John Leary will develop a draft response

- we need to, at the very least, articulate a direction for how we are going to address the issues raised in the letter

- there may be two responses, one outlining the direction and process, one providing the detail

- it's more than just putting something on paper, but EPA is looking for actual operational changes

- as soon as possible we need to address the immediate need for funding; it may be helpful to identify some specific examples of what might not get done if we don't get funding quickly; e.g., it may hold up development of the Annex

- John Leary will prepare the first draft of the letter addressing organizational issues; Coordinating Group will review;

- Dan Johnson will prepare a first draft of the funding letter, including urgency of the funding and supporting examples

- process: from the Coordinating Group it will go to Dianne and Stanley for signature by the respective governor

6. Web site issues

- communications group: web site is the principal means of communicating, not just internally but with the public

- if that's true, we need to figure out a way to make that work

- Communications Committee established a small subgroup to identify solutions; this may involve a resource issue

7. International Projects Committee

- first meeting is mid-august

- looking for representatives from Canada and Mexico

- the Coordinating Group should be getting suggestions for members shortly

8. Coordinating Group membership

- We need to address representation. Particular concerns involve the lack of representation from environmental and federal land manager groups.

- Chris Shaver was appointed to the Coordinating Group to represent the federal land managers.

- Environmental representation is still an issue that will be pursued.

9. Public Advisory Board

Approved the appointment of Wayne Lei to the PAB as the northwest states' industry representative.

10. Market Trading Forum

Requested approval of the contract amendment for $21,500 for David Pekelney. The forum approved the request yesterday. The work will be funded from the existing MTF budget. Approved.

11. Pollution Prevention

Got the $70,000 grant from DOE. They now only need $30,000 from the WRAP for the remainder of their work.

12. Organization

IOC/TOC should look at the organizational structure and make recommendations for how to improve efficiency and communication between the various groups and bring comments and/or recommendations back to the Coordinating Group.

A draft of the letter to respond to Perciasepe's letter was considered and revised. Bill Grantham will sen d out a new draft by Monday for further review.
