Communications Committee Conference Call Minutes

Co-chair Al Zemsky welcomed new participants Brad Bissey, Lisa Riener of the Quinault Nation, Angel McCormack of the Nez Perce Tribe, Steve Olfers of the Yavapai Prescott Tribe, and Helen DeMarco of the US Dept of the Interior.
WRAP 201 SLIDE SHOW

Dan Clark reported that he has met with Jeff Lemke, our graphic artist at CIRA in Ft. Collins. They are not yet satisfied with the slide representing stakeholders in the WRAP, and Dan urged that we all look for action shots of stakeholder groups that can be turned into a collage. Examples might be people in hardhats in front of a mine or power plant, people having an educational session around a stream or lake, tribal members engaged in an activity.
There was discussion of creating modules describing the current work of the WRAP and where we are going in the next few years in supporting development of State and Tribal Implementation Plans. Market Trading Forum has material in PowerPoint presentations, and Dan noted that Darla Potter in WY DEQ has a current PowerPoint presentation on the work of the Fire Emissions Joint Forum in determining natural background. (Dan will review Darla's presentation to determine whether modifications need to be made before using it generally, or work with Jan in reviewing it. ) We will ask Patrick Cummins to alert all the forums that we can assist in developing presentations for them that could be used as modules, and ask that he help in ensuring that each module ties well to the WRAP's overall mission and schedule. Angel McCormack noted that the Nez Perce have audio and video capability and she can assist if needed. Dan Clark noted that Jeff Lemke expects it would take him about two weeks to prepare a module of about 20 slides.
Dan will get duplicates of the slide show for use by Trenton West in the Speakers Bureau; Dora estimates she will need about 35 copies. She will work with the Speakers Bureau Subcommittee in determining whether they should be slides or PowerPoint or other format.
RECRUITMENT OF NEW COMMITTEE MEMBERS
Each of the co-chairs sent letters to other WRAP representatives asking for referrals of possibly interested parties, and Patrick Cummins also sent a message. This has brought 3 new tribal recruits. There is no information on the current activities of the WRAP Nominating Committee. We still need additional public sector and business representation. New members will be confirmed by the WRAP at its next meeting.
SPEAKERS BUREAU

Dr. Dora Kingsley of Trenton West will send copies of the work plan to committee members who haven't yet received it. Her phone is 916-444-7319 and her email is drdora@TrentonWest.com. She does not yet have a copy of the slide show, and Dan will send one shortly. Dr. Kingsley reviewed the work plan and answered questions regarding details. Her task is to recruit and train speakers, recruit audiences and match them to the speaker, and ensure that all advance work is carried out timely and efficiently. She has reviewed lists of potential audience groups, and asks that we review the lists for our states to identify any missing groups. Her office is setting up the data base. She expects to identify group meetings where a speaker can be placed, as well as solicit inquiries. Communication Comm members will be the first line of public speakers, with other WRAP participants also participating as their interests and geography mesh with potential audiences.
The Interim Subcommittee on the Speakers Bureau will work with Dora in working out further details for speaker recruitment and training.
WEB SITE
Web Site Subcommittee: Chair is Cyra Cain.

An e-mail link to the responsible liaison will be placed at the bottom of each forum/committee/group webpage under "...Please send Web site updates or problem reports to the WRAP Webmaster" as "and/or Communications Committee Liaison". Cyra will already be linked with Brad under the "Webmaster" for lots of back-up. If a liaison does not exist at this time, Cyra will be that CC liaison link (& not linked with Brad in this case). This will help liaisons alert the forums to any problems.
All liaisons should contact their forum co-chairs at least once each month to get the status report and discuss any changes needed in the Web site. Cyra would like to post forum charter statements and work plans on the Web site; liaisons are asked to get them and send them to Cyra.
Pat Cummins suggested that all monthly status reports should be on one page for ease in getting an overview of all the work. The Committee agreed. Brad is working with Rich Halvey to get the information for a page showing the status of all RFPs and contracts.
Cyra called attention to the CIRA Web site used for Ambient Monitoring and Reporting Forum work and now linked from the WRAP home page. She asked that Committee members review the site because it seems particularly attractive, and the Subcommittee is considering that design for the next iteration of the WRAP Web site. Because WRAP funds were used in developing the site, WRAP can use the CIRA Web site programming language, and it is available to other Regional Planning Organizations (WRAP counterparts across the country) for their use as well. Dan Clark noted that the CIRA design is the work of Jeff Lemke, the graphic artist for our slide show.
The Subcommittee would welcome ideas for how to put up information that addresses the choice that states and tribes will be making in choosing to write their SIPs and TIPs under Section 308 or 309 of the regional haze rule.

Karen will check with Pat Cummins to see if a WRAP meeting will be held sometime soon, and Al will notify us of possible dates.
