Committee Conference Call Minutes,
May 24, 2000

PRESENT:

Ruth McCormick, Al Zemsky, Barry Aarons, Jeannine Coward, Charles Malarkey for Pat Port, Pat Murdo, Cyra Cain, Karen Deike, Colleen Delaney, Jan Miller, Patrick Cummins, Bill Grantham.

PAB ROLE IN PUBLIC MEETINGS:

Jim Boyd sent email on May 15 saying he planned to work on PAB arrangements the next day. He noted he is having trouble getting hold of his co-chair, Sam DeLoria. No one has heard from either Jim or Sam and are uncertain whether a PAB meeting has been scheduled. Jan has drafted a letter for Dianne's signature alerting PAB members that their help will be needed, and noting that Communications Committee representatives will be contacting them regarding their presence at the public meetings in June. Patrick and Bill will work on getting Jim and Sam together.

FLYER TO ANNOUNCE PUBLIC MEETINGS:

Ruth distributed a second draft yesterday. Everyone liked the content but had various suggestions regarding the format. Al will send a re-formatted draft to Ruth. When Ruth has all the information regarding the public meetings, she will send to Karen for final format. Karen will distribute by email and will FedEx a clean copy to all members working with a state liaison on outreach. It should be in everyone's hands by May 30 or 31. Comm Comm members should alert state liaisons to have their mailing lists ready so that the flyer can be mailed on June 1.

STATUS ON MEETINGS AND OUTREACH:

Tribal meeting Bill Grantham Meeting will be June 27 in Las Vegas; working with Deb Kinsley at WGA to find site.
Washington Cyra Cain No meeting now and may not do a mailing. Will decide by June 26 whether to hold meeting on final recommendations.

WEB SITE:

The WRAP report, the MTF report, and the IOC report are now posted on the Web. A variety of comments were made as to how to make the linkages more user-friendly. Karen is working with Rich Halvey to repair the graphics box at the beginning of the MTF report. Karen will change the links so that readers go first to the WRAP report and then can link to the MTF and IOC reports. She will also link to the description of the two suggested milestones proposed in the MTF minority report and in the letter from environmental representatives.

A number of components of the Annex are not yet ready and we need to consider how best to post and link all the pieces in a user-friendly way. These components include the economic analysis due on June 15 in draft, the visibility analysis, the text of the market trading rule which will include the allocation mechanism, the memorandum of understanding which participating states (and tribes) will sign, and the analysis of other benefits of the program. In addition, a great deal of technical analysis must be submitted to EPA with the Annex, and those materials will be posted for public comment as well. Probably we will want to link to a Table of Contents that links to each document. When each item is ready, Colleen will write a brief description and send to Jennifer Lodder for posting; Karen can provide editing assistance if needed. All the public meetings as well as the dates ending the comment periods should be on the WRAP calendar.

There should be a separate page for instructions on emailing public comments to remind users of the 250-word summary.

GUIDANCE FOR MEETING PARTICIPANTS:

Participants will include WRAP members, state air directors, and members of the PAB, IOC, MTF and Communications Committee. Each should understand the overall plan for the meeting and their role in carrying it out. So far, guidance for CC members has been distributed for review and comment. Colleen and Jan can work on guidance for MTF members to focus them on their responsibility to represent the entire MTF. This is difficult because the MTF does not have consensus; MTF members may not be willing to state the arguments of those MTF participants with different views. The MTF will assign members to the various meetings to ensure that there is balanced representation.
