Tuesday, December 5 - Meeting of the Energy Efficiency Subgroup of the AP2 Forum

[The purpose of this agenda item is to ensure that the Energy Efficiency Subgroup is comfortable with the proposed outline of the Forum's energy efficiency report which was developed at the October 2 brainstorming session in Denver. This proposed outline focuses the core of the Forum's recommendations on an identification of a series of "best energy efficiency practices."]

10:00 a.m. - Discussion of Energy Efficiency "Best Practices"
[The Energy Efficiency Work Group needs to identify a series of best energy efficiency practices or programs in each of the major "sectors" as defined in the draft Efficiency Paper Outline, including residential, commercial, industrial, and electric generation. To aid in this discussion, several outside experts have been invited to participate at the meeting to discuss their ideas of energy efficiency best practices and programs for the Forum to consider in making its energy efficiency recommendations to states. The outside experts participating in the meeting include:

Efficiency Subgroup members should also be prepared to recommend additional best practices/programs for the Forum to consider. The group will also need to make assignments for brief 2-3 page write-ups of such best practices/programs.

Under the current draft Efficiency Paper Outline, such writeups would address:

  1. Description of the practice or program;
  2. Explanation of the public policy rationale for the policy or program including a discussion of whether the measure is consistent with deregulated markets;
  3. Examples of implementation;
  4. Political feasibility of practice or program;
  5. Summary of costs and benefits for each practice or policy (the Forum may use the ICF model for an evaluation of an aggregation of all the policies);
  6. Interaction with other potential policy options and discussion of any need for regional coordination to enhance the effectiveness of the practice or program; and
  7. Whether and how the practice can be quantified in state implementation plans
  8. Required actions to implement

Sample "best practice" write-ups:

To also aid in the Forum's discussion, Forum members may wish to examine the recently released "Scenarios for a Clean Energy Future," which is an updated version of DOE's "Five Lab Study." In particular, Forum members may wish to examine the report sections addressing buildings (Chapter 4); the industrial sector (Chapter 5); and the electricity secor (Chapter 7).
