Objectives and Topics - Workshop on Regional Support for Air Quality Planning in the West

Date/time: Tuesday-Wednesday, September 30-October 1 (830-5 on Tuesday, 830-330 on Wednesday)

Workshop Objectives

  1. Support for and (re)approval of the WRAP Work Plan – changes?
    1. RH implementation and tracking
    2. Ongoing technical projects
    3. Other regional technical assistance that WRAP can provide
      1. Funding needs
  2. General plan to carry the message of member support for WRAP to EPA
    1. The success story of RPOs in general and WRAP in particular
    2. OAQPS (later this year – as part of 1c)
    3. New administration (next year

Topic 1: A clear understanding of what it will take to finish BART and get the SIPs submitted

  1. Timing
  2. What can WRAP do to assist
  3. Plan to communicate actions and timing of SIP completion to EPA and other interested parties

Topic 2: Present & future WRAP work – regional analysis support for air quality planning in the West

  1. Review summary of technical needs for:
    1. Assisting with haze plan review/approval;
    2. Tracking progress on regional haze implementation;
    3. Monitoring and analyses for ozone attainment designations and planning;
    4. Special monitoring studies for ozone, PM2.5, regional haze, and nitrogen deposition;
    5. Developing and updating regional emissions data, and
    6. Conducting regional modeling and analysis studies.
  2. Discuss air quality implementation and planning needs and funding necessary to support those needs:
    1. Timeline(s) for deliverables in the 2009-13 time frame;
    2. Type and detail of regional analysis support;
    3. Coordination with ongoing and planned State/Tribal/Local/Federal regulatory activities; and
    4. Expectations about deliverables and funding status over the 2009-10 timeframe.
  3. Discuss restructuring of WRAP Committees, Forums, and Workgroups to address WRAP member needs:
    1. Review revised organizational structure options;
    2. Identify Committee/Forum/Workgroup leadership, missions, and activities;
    3. Align activities of WRAP Committees/Forums/Workgroups with other organizations (WESTAR,
      NTEC, et cetera); and
    4. Review WRAP staff support activities.

Deliverable: Taking these tasks in a revision of the existing WRAP 2008-09 workplan, and proposed changes
to the organizational structure, to the Board. – when?
