Members of the Strategic Plan Work Group will present the proposed WRAP 2003-2008 Strategic Plan for Board review and concurrence. The strategic plan describes the framework for WRAP activities over the next 5 years to support Section 308 plans and Section 309 plan revisions for the other Class I areas. The strategic plan will also provide the foundation for the WRAP's annual work plan and budget elements, beginning with the 2004 work plan and budget which will be developed for presentation to the Board in the fall.

as Pollution Prevention Strategies for Regional Haze

At the last meeting, the Air Pollution Prevention (AP2) Forum presented its draft report which provided a summary of findings and policy recommendations and the WRAP reached consensus on a set of policy statements. The WRAP directed the forum to complete an annotated version of the policy and provide opportunity for review by all WRAP members, stakeholders and other interested parties, and to present the final document to the Board at this meeting.

Update on Annex Implementation Issues

The Market Trading Forum Co-Chairs will update the WRAP on a number of issues related to implementation of the SO2 Annex, including the model rule, SIP/TIP language, memorandum of understanding (MOU) between participating states and tribes, allocations, monitoring protocols, and reasonably attributable visibility impairment.
